Chester Hughes

All Saints East & St. Luke

Chester Hughes serves the people of All Saints East & St. Luke as their advocate in the nation’s House of Representatives.

Mr. Hughes was born on 21st August 1974 at Holberton Hospital, the son of Avonel Samuel and the late Maurice Hughes. He attended both the Bolans and Jennings Primary Schools and, later, the Jennings Secondary School where he served as a Head Boy, Prefect and Monitor. Mr Hughes continued his education at the George Meany Institute in Silver Springs, Maryland before continuing his studies at Ruskin College, Oxford, UK, following the path taken by Prime Minister Baldwin Spencer.

Mr. Hughes began his career in public service as an Industrial Relations Officer at the Antigua and Barbuda Workers Union, and now serves as President of this respected labour organization which nurtured two influential regional leaders—Sir George H. Walter (National Hero), and Prime Minister Baldwin Spencer who was responsible for drafting Hughes into the labour movement. As President of the Antigua Barbuda Workers’ Union, Hughes caters to the needs of thousands of working-class Antiguans and Barbudans, helping them in a variety of areas including job hunting, ensuring benefits for those who have become unemployed, and negotiating contracts/terms and conditions on their behalf. Mr. Hughes is also a titular member of the International Union of Foods (IUF).

Mr. Hughes is a member of the Seventh Day Adventist Church and an active member of several regional and international sporting bodies. He is President-emeritus of the Antigua and Barbuda Basketball Association and a current Executive Member of the Caribbean Basketball Confederation.

Mr. Hughes is passionately committed to the empowerment and further development of our Nation’s youth.

Getting the Job Done for All Saints East & St. Luke's

  • The greater part of the roadworks throughout the constituency has been completed.
  • Fencing and lighting of the Old Road, Follys and All Saints football fields have been completed.
  • Fencing of the Old Road, Swetes, All Saints and John Hughes basketball courts have been completed.
  • Fencing of several constituency schools have commenced, been completed or are nearing completion.
  • All school facilities in the constituency have been upgraded, with regular maintenance.
  • Donated 25 laptops to the 5th Form Department of the All Saints Secondary School within the first 30 days of being elected Member of Parliament.
  • Established training camps for promising athletes.
  • Cleared large areas of unsightly shrub lands throughout the constituency.
  • Assisted numerous village residents to find employment through the “Empowerment-through-Employment Programme”
  • Re-painted a number of schools throughout the constituency
  • Developed a vibrant community sporting programme, including annual inter-community sports championships in all disciplines.
  • Pipe-borne water is being delivered to areas where there was none.
  • The Old Teacher’s Home in Old Road has been refurbished to create a community Computer Access Centre and a Community Management Centre.
  • The old Doctor’s House in Swetes has been refurbished to create a community Computer Access Centre and an upgraded Health Centre.
  • Began the process of installing proper, consistent lighting throughout the constituency.
