St. John's City East

Harold Lovell serves the people of St. John’s City East in the House of Representatives and sits in Government as the Minister of Tourism, Aviation, Culture & the Environment. In his ministerial capacity, he is responsible for overseeing tourism, international transportation, meteorology, V.C. Bird International Airport, civil aviation, the St. John's Development Corporation, Environmental Protection, cultural matters, among others.

Harold Lovell was born on September 27th 1955 in St. John's city. He attended the Antigua Grammar School and obtained his tertiary education at the University of the West Indies where he obtained his Bachelor's Degree in Geography and Geology and was Vice President of the Guild of Undergraduates. In 1984, he went on to study at the Thames Valley University and Middle Temple, where he qualified as a Barrister-at-Law.

He also holds a Master of Jurisprudence Degree from the University of Birmingham. While in England, he served on the British Broadcasting Corporation (BBC) Advisory Council for Leicestershire, England.

Mr. Lovell’s professional life started at the Antigua Public Utilities Authority. He entered the teaching profession in 1978 at the Antigua Grammar School and then The Antigua State College. At the height of the momentous teacher's struggle in 1979, after being arrested and beaten, Lovell was fired by the Bird regime for his pursuit of justice. Harold Lovell has served at various times as General Secretary and then Vice Chairman of the Antigua Caribbean Liberation Movement (ACLM), General Secretary of the Antigua and Barbuda Union of Teachers, and Vice Chairman of the United Progressive Party (UPP).

Getting the Job Done in St. John’s City East

Harold Lovell is deeply committed to improving his community. He meets regularly with his constituents and makes it his business to maintain personal contact with hundreds of members of his community.

Working on behalf of his constituents, Harold Lovell has:

  • Constructed a pedestrian bridge in collaboration with private sector partners to facilitate pedestrian traffic, particularly students attending the Princess Margaret School.
  • Constructed a new basketball complex fully equipped with changing room facilities in Upper Fort Road.
  • Undertook construction of a brand new road infrastructure in Crown Gardens, extensive road repairs in Gambles Terrace, and has commenced road works in Upper Fort Road.
  • Carried out ongoing roadside brush cutting throughout constituency.
  • Secured a community bus to assist sporting groups, community groups, and for transporting the elderly.
  • Maintains an active constituency office that is opened daily to address the needs of constituents.
  • Identified and arranged job placements for constituents as part of the ongoing Employment Assistance Programme.
  • Facilitated computer classes at City East Computer Access Centre in collaboration with the Ministry of Information Technology.
  • Donated books and computers to schools in the constituency.
  • Began the installation of lighting at the Fort Road football field.
  • Provided sponsorship for various sports teams and sporting activities, including football and basketball.
  • Conducts an annual summer camp for children within the constituency in partnership with the City East UPP Branch.
  • Host an annual Constituency Christmas party for children 2 – 14 years.
